Does anyone know the actual nomenclature of this mecha? And does it exist in a kit?

I haven't found anything about the one in additional armor as one shown on your picture.

I know about most of the MS-09 versions including the tropes and the Romel custom Dowadge from the old ZZ. But I came across this photo and was hoping that someone knew the story and that a kit was available. Let me know if you find anything else.
